In its “Road Map for Digital Planning and Construction”, which was presented in 2015, the Federal Ministry of Transport and Digital Infrastructure set its sights on the widespread use of Building Information Modeling (BIM) in future federal infrastructure projects. The road map provides for the gradual introduction of BIM, with the aim of achieving an initial standardized level of performance for projects in the Federal Ministry of Transport and Digital Infrastructure’s area of responsibility from 2020. 

In October 2016, the Federal Ministry of Transport and Digital Infrastructure commissioned the BIM4INFRA2020 working group to create important prerequisites for the implementation of the BIM road map over a period of two years. They include, in particular:

  • the development of an achievable level of performance for the implementation of BIM
  • the monitoring of pilot projects and the extension of the pilot phase
  • the investigation of legal issues and the development of recommendations for future contract design
  • the provision of appropriate guidelines and samples for the awarding and handling of BIM services, in particular, BIM use cases
  • the identification of requirements for standardized data structures for the infrastructure sector (development of a standardized database concept, “BIM library”)
  • the provision of information and public relations work.
HOCHTIEF ViCon was part of the BIM4INFRA2020 consortium, led by planen-bauen 4.0, and contributed to significant parts of the services described. Approximately eight HOCHTIEF ViCon consultants were involved in the project.

ViCon services
  • development of strategic target scenarios (“BIM levels”) for the implementation of BIM in contract administration on the basis of preliminary surveys and analyses
  • consultation on the development of implementation strategies for the individual contract administrations
  • provision of support on pilot projects for implementation in the road and waterway sector
  • consulting services relating to the procurement of suitable software tools for the implementation of a common data environment (CDE)
  • development of guidelines and handouts for the tendering, control, inspection, and acceptance of BIM services
  • participation in the development of a concept for BIM databases
  • development and implementation of training concepts for the project owners of federal highways and federal waterways
  • support in the development of communication strategies and implementation of public information events
